Wei will need to do some surveillance in order to arrest the ketamine supplier now that he 
has been identified. He heads to the Lok Fu Park hangout in order to bug the surveillance cameras. First he has to beat up the thugs so he can get to work. This is the way that Wei will be conducting drug busts throughout Hong Kong.
He hacks the camera and then heads to his apartment to view the footage, eventually identifying the suppliers to that the HKPD can swoop in for the arrest.
